In 2005, we had in Mumbai, similar type of torrential rains. The entire city had become a big pond like today's Chennai. During those days, many people became victim of fatal disease called "Laptospirosis" caused through dead rats drowned in the logged drain waters.
So, Chennai may please ensure to clean their hands and feet by disinfecting soaps/hand wash after returning home from any outing for the next few days.
